Ghislaine Baillemont

Director of Innovation, Construction and Development, APRR GROUP

Ghislaine Baillemont is a Public Works engineer and a graduate of EM Lyon. She began her career in the COLAS Company as an Engineer in the Group's Technical Department and then Assistant to the Director of the research laboratory. Then she joined SANEF where she stayed for 9 years. She began her career as Head of Infrastructure and was the Assistant Director of Operations. In March 2003, she joined APRR as Regional Director of Burgundy and then Rhône and joined AREA in April 2011 for 5 years as Director of Operations. Since February 2016 Ghislaine Baillemont is Director of Innovation, Construction and Development within the APRR Group. She is passionate about architecture, sports and enjoys hiking.

Christophe Boutin

Deputy to the Managing Director, ASFA

Christophe Boutin graduated as an engineer from Ecole Polytechnique and l’Ecole Nationale des Ponts-et-chaussées. He started his career as a consultant with the Boston Consulting Group. He joined the highway sector in 2004, first at Société des Autoroutes Paris Normandie (SAPN), as director of construction and sustainable development and then in charge of the concession contracts at Sanef. In 2011, he joined ASFA, the professional highway association in France, as deputy to the managing director. He participates in workgroups of several road associations like URF, IDRRIM and AICPR. He represents ASFA at the COPER I of ASECAP (financing and tolling).

Kallistratos Dionelis

Secretary-General, ASECAP

Up to 1999 K. Dionelis served the Foreign Affairs Ministry of Greece as a diplomat. The periods 1983-1990 and 1993-1999 he served in Brussels in the Greek Delegation in the EU, as first Counsellor of the Embassy, responsible for Transport, Energy and Environment. Since 1999 he is General Secretary of ASECAP, the European Association of tolled road infrastructures operators gathering 22 national members and managing more than 50.000 km. of road networks.

Fanis Papadimitriou

Traffic & Maintenance Manager, Attikes Diadromes S.A., HELLASTRON

Fanis is a Civil / Transport Engineer with degrees from University of Thessaloniki and Imperial College, London. In the past Fanis worked as a consultant in various transport studies, as well as for the Organising Committee of the Athens 2004 Olympic Games, on the development of the Transportation Plan for the Games. During the past 15 years Fanis works for Attikes Diadromes, the Operator of the Attica Tollway in Athens. He is the Traffic and Maintenance Manager, currently supervising 200 employees with tasks such as patrolling, incident detection and management, preventive & corrective maintenance and inspections of infrastructure & equipment. With respect to the ASECAP activities, Fanis is the country representative for COPER IV, gathering and analysing all the transport data & statistics of the 8 projects that formulate HELLASTRON, the Greek association of tolled motorways.

Guy Frémont

Head of Department Prospective and Transverse Projects, SANEF

Guy Frémont holds a master in electrical engineering from the Ecole Supérieure d’Electricité (SUPELEC) of Paris, in 1982. He spent the first 10 years of his career in the aerospace and defence industry, designing and developing radio navigation and guidance systems for the civil aviation and defence engines.

In 1992 he joined the toll motorway sector, where he took various positions as R&D Manager and Projects manager, responsible of coordination and management of the development and implementation of tolling systems, traffic management, road safety and travellers’ information systems.

He works with sanef since July 2007 as Head of Unit Innovative Solutions at the Technology and Systems Division. In May 2015 he is appointed Head of Department Prospective and Transverse Projects, in charge of designing and managing research and development activities, coordinating the technological follow up of ITS products and services for the group’s businesses. He is also coordinating studies and deployment of the technical systems on the motorway network in operation as well as in the framework of development projects for the sanef group.

Paolo Guarnieri

Bill Halkias

Managing Director/CEO, Attikes Diadromes SA

Bill M. Halkias, PE, is the Managing Director/CEO of Attikes Diadromes SA, the Operating Agency of Attica Tollway (Attiki Odos), in Athens, Greece since 1998. He has 35 years of professional experience in Greece and USA with specialization in transportation engineering. He is an Engineering graduate of the National Technical University of Athens (NTUA - 1981) with a Master’s Degree from the New Jersey Institute of Technology (NJIT, USA - 1984).

Mr. Halkias is currently the President of the HELLENIC ASSOCIATION of TOLL ROAD NETWORK (“HELLASTRON)”, established with the participation of all toll road infrastructures operating in Greece, comprising of about 2.500 kms and part of the Trans European Network (TEN). In addition, he is the 2nd Vice President of the Association of Operators of Toll Road Infrastructures (ASECAP) and a former President of the Hellenic Institute of Transportation Engineers (2010-2012).

Furthermore, he is a registered member of the Technical Chamber of Greece (TEE) and a Licensed Professional Engineer (PE) in eight US states, a Fellow Member of both the American Society of Civil Engineers (ASCE) and the Institute of Transportation Engineers (ITE), while he has also served as Member of the Freeway Operations Committee of the Transportation Research Board (TRB).  He is a member of the Board of Directors of the International Bridge Tunnel Turnpike Association (IBTTA) and a member of many Transport and PPP Organizations and Committees in Greece and worldwide.

Marko Jandrisits

Program Manager for Cooperative Systems and Services, ASFINAG

Mr. Marko Jandrisits is leading the ASECAP Permanent Committee on ITS and Innovation is employed by ASFINAG the Austrian Operators of the High Level Road Network as Program Manager for Cooperative Systems and Services. He is Co-Chair of the Amsterdam Group and delegate to several national and international ITS related bodies like the C-ITS Deployment Platform, ETSI, CEN and CEPT.

Mr. Jandrisits graduated from the University of Applied Sciences Wr. Neutstadt for Interdisciplinary Management as “Diplom-Ingenieur (FH)”. Since 2000 he worked as Project Manager in the field of Transport and Traffic Telematics and was responsible for the development and implementation of numerous projects in transports, logistics and information technologies for ESA, EC and on national level. He was member of the board of the Austrian Institute of Navigation and delegate to the European Maritime Radionavigation Forum.

Patrick Jones

Executive Director, International Bridge, Tunnel and Turnpike Association (IBTTA)

Patrick Jones is Executive Director & CEO of the International Bridge, Tunnel and Turnpike Association. Since assuming this position in 2002, Pat has built IBTTA into the principal advocate for toll-financed transportation and the leader in producing high quality educational experiences for toll industry professionals. Under his leadership, IBTTA launched the IBTTA Leadership Academy and introduced many new programs including global tolling summits in Europe, South America, Australia, South Africa, and Mexico. IBTTA has also developed a highly successful industry public awareness campaign. Before joining IBTTA, Pat held senior positions at the American Trucking Associations, the American Public Transportation Association, and the Health Insurance Association of America. Pat holds a BA in political science from The George Washington University in Washington, D.C. and an MBA from Marymount University in Arlington, Virginia.

Jorge Lopes

Director Responsible for the Road Technologies and Information Management Services, BRISA

Dr. Jorge Lopes is graduated in computer science engineering and holds a PhD Degree in Transportation Systems from the Technical University of Lisbon and the MIT - Massachusetts Institute of Technology. He is invited professor in the Department of Civil Engineering of the Technical University of Lisbon and has been involved in several studies of transportation systems and complex systems design and development.

He joined Brisa in 2001 as responsible for the development of ITS solutions and the traffic control center’ systems design and development.

Currently he is the director responsible for the road technologies and information management services.

Jorge is the chairman of CP3 – the permanent committee on ITS of APCAP – the Portuguese association.

Pedro Pinto

IT department Director and Tolls department Director, ASCENDI

Pedro Pinto is the responsible for the IT department (Director) and for the Tolls department (Director) at Ascendi, a Portuguese company that operates in the road infrastructure sector as a concessionaire, operation and maintenance and toll collection services. Pedro Pinto has the responsibility for all Ascendi’s Portuguese Road Concessions (7) IT infrastructure including ITS and Tolling Systems, from the design to installation and operation. He is also responsible for the organisation and operation of Ascendi’s Toll Collection Services, comprising the management of shadow tolls, traditional and all electronic tolls schemas. Pedro Pinto has more than 15 years of experience in the road infrastructure sector and his previous professional experience was as IT Manager and Controller.


Pedro Pinto has a degree in Management and Administration and a Post-Degree in Information Management all from the Portuguese Catholic University. Pedro Pinto is a permanent specialist member of two technical committees from the Association of Portuguese Concession Companies of Toll Motorways or Bridges (ITS and Tolls) and is the General Assembly Secretary at Portuguese ITS Association. Pedro Pinto was the operational responsible of Ascendi’s Multi-Lane Free-Flow project leading the company to the implementation of the first all-electronic tolling concessions in Portugal, achieving several national and international recognitions (a Gold award from SAP and two CIO awards from IDC) for Ascendi. Nowadays, Ascendi is the biggest European Private Operator of MLFF Systems collecting all traffic.

Hubert Resch

Managing Director, ASFINAG European Toll Service GmbH

Hubert Resch is managing director of ASFINAG European Toll Service GmbH, subsidiary of ASFINAG, Austria's motorway operator. In addition, he is secretary to the European Initiative EETS Facilitation Platform since 2015.

Hubert was born in Austria in 1969. He graduated from the University of Vienna (Law) in 1995 and was granted the Doctor in Law in 2002. He was assistant professor at the Department of Public Law at the University of Business Administration in Vienna. Hubert worked as an associate at Freshfields, he was admitted to the Austrian Bar in 2006. In 2008 he became Head of the Legal Department of ASFINAG, since 2009 he is managing director at ASFINAG.

Klaus Schierhackl

Executive Director, ASFINAG - International IBTTA Vice President

(born 11 February 1968)

Having graduated from the College for Technical Engineering, Mechanical Engineering Department in Mödling, Klaus Schierhackl studied business management at the Vienna University of Economics and Business from 1987 to 1992.

From 1991 to 1995 he worked as an assistant at the Institute for Transport Industry while simultaneously completing his doctorate degree.

From 1995 to 1997, Schierhackl worked in Organisational Development at MAN in Munich, then moved to a logistics-related corporate consultancy, before being appointed head of the Toll Department at ASFINAG in 1997. Since that time Schierhackl maintains close contact with ASECAP, with European Institutions and many other stakeholders in the traffic and transport environment.

From 2005 to 2007 Klaus Schierhackl was managing director of ASFINAG Maut Service GmbH and in October 2007 Schierhackl was appointed board member of ASFINAG. He is primarily responsible for the tasks of financing, accounting & controlling, human resources, legal services, tolling and international business.

Klaus Schierhackl was president of ASECAP between 2011 and 2013. Since 2011 he has been a member of the Board of Directors of the globally acting International Bridge, Tunnel and Turnpike Association (IBTTA) and is currently serving as the association’s International Vice President. Moreover, he has been a member of the European Road Transport Telematics Implementation Organisation’s (ERTICO) Supervisory Board since June 2015.

Malika Seddi

Director of International Affairs and Customer Services, ASFA

Malika SEDDI, Director of International Affairs and Customer Services in ASFA (Association of  motorway and facilities concessionaires in France). Engaged in the toll industry with different positions within ASFA, she is deeply involved in ASECAP (Association for toll motorway operators in Europe). She is the chair woman of Safety permanent committee (Coper 2). She was the International Vice-President of IBTTA (Worldwide association for the owners and operators of toll facilities and industry) 2013/2015/2016. She is also involved in ERTICO (ITS Europe), and PIARC (Wold road Association) representing ASFA members’ interests. She had been involved in many European projects aiming to improve road safety and for the development of harmonised ITS services.

Emanuela Stocchi

Director of International Affairs, AISCAT / IBTTA Immediate Past President

Emanuela Stocchi is an expert in EU legislation and policies and she is the Director of International Affairs for AISCAT (Associazione Italiana Società Concessionarie Autostrade e Trafori), the Italian Association of Toll Highways Concessionaires Companies. In this role she ensures the Association’s contacts with the EU Institutions and other European and International organizations active in the transportation field. Emanuela has an outstanding International background: she holds a degree in Political Science with a specialization in EU law and policies and she has worked in Brussels for eight years with ASECAP, the European Association of Toll Highways Concessionaires Companies, gaining a solid and comprehensive knowledge of all the EU Institutional and public affairs and expanding at the same time her EU and International network in the transportation area. Emanuela is Vice Chair of the ASECAP Permanent Committee of Road Safety, Environment and Sustainability and is also Chair of the PIARC (World Road Association) Task Force on Innovative Financing. Emanuela served IBTTA and its members through work on several committees before being appointed to the Board of Directors in 2011. Emanuela served a two-year term as International Vice President, before a three year term as Second and then First Vice President followed by President in 2017. She is now serving as the Association's Immediate Past President.

Eva Tzoneva

Eva Tzoneva is the Global Card Services Development Manager at Shell (Commercial Fleet Division). Eva is Polish/Bulgarian and holds two Master degrees – in Transport Economics (from Bulgaria) and in Business Administration (from Tulane University’s A.B. Freeman School of Business). Her previous experience includes the implementation of all Shell Fuel Card Acceptance deals for the payment of electronic toll systems, introduced in Europe since 2004. Eva represented Shell in the CESARE III and IV projects and is currently the Chair of AETIS – the Association for Electronic Tolling and Interoperable Services.

Antonio Avenoso

Executive Director, European Transport Safety Council

Antonio Avenoso is the Executive Director of the European Transport Safety Council where he has been working since 2001. Within ETSC Antonio has managed several international research networks and road safety programmes.

He has worked in the “Railway and Interoperability Unity” of the Directorate General for Energy and Transport of the European Commission.

He holds an academic degree cum laude in Political Science from the University of Pavia and an M.Phil. in European Studies from the University of Cambridge.

Xavier Daura

Innovation Manager, Abertis Autopistas (AAE)

Xavier Daura (male) is the head of the Innovation Unit of Abertis Autopistas España (AAE).  He is responsible for creating new business models and new services, creating an innovation methodology for the company and developing new prototypes for future new products or services. He has over 15 years of expertise in toll systems and ITS & Traffic Control Center deployment activities. Martin Böhm

Martin Böhm works as Head of Unit “Technologies and Services for Mobility” at AustriaTech, a federal agency for technological measures, where he provides to the Austrian Transport Ministry policy support in ITS related issues. Martin’s main expertise is bringing research in the field of Intelligent Transport Systems and Services to real deployments. As General Secretary of the C-Roads Platform he is aiming at harmonised and interoperable deployment of C-ITS services across Europe. Furthermore he is chair of the BigData working group within the World Road Association PIARC. Martin is nominated expert for several European Platforms with regard to the implementation of the European ITS Directive. Martin holds a master in the field of Geography and a master in the field of Traffic Telematics Management.

Tim Stewart

IBTTA President

Tim Stewart's career includes over 36 years in the construction, engineering, and maintenance industry of which over 33 years was in the tolling industry with both the Oklahoma Turnpike Authority (OTA) and E-470 Public Highway Authority (E-470 PHA). Prior to working in the tolling industry, he owned and managed his own residential construction company in Chickasha, Oklahoma. Tim’s tolling career began with OTA in 1984 where he held various positions beginning in field maintenance services and advancing to Director of Patron Services, Director of Maintenance, Director of Planning and Operations, and Deputy Director & Chief Operating Officer, a position he held beginning 2005. Tim was named Executive Director of the OTA on April 1, 2013 and served in that role until January 31, 2016 when he was appointed as Executive Director of E-470 PHA. Tim began serving as Executive Director of E-470 PHA on February 1, 2016. Tim currently serves as IBTTA’s President through for 2018. Tim has served IBTTA and its members through work on various committees before being elected to the IBTTA Board of Directors in 2014. Tim is a graduate of Oklahoma State University, OKC with a degree in Civil Engineering Technology.

Coline Arbey

Operating environment Manager, APRR GROUP

Coline ARBEY is a graduate of Ecole Centrale de Lyon and Agro-Paristech. Coline ARBEY started her professional life in a design office, first on export projects for development assistance, from a position based in Italy at Studio Galli Ingenieria. Coline ARBEY joined ARTELIA in 2008 and discovered the variety of environmental professions related to water. Coline ARBEY joined the APRR group in 2014, as operating environment manager in the Infrastructures department of the AREA Exploitation Department. Her curiosity leads Coline ARBEY to broaden her field of expertise, working on operations affiliated to other areas of specialties (toll, equipment ...). Coline ARBEY joined the Innovation, Construction and Development Department in September 2016. She has since worked on the APRR Group's project portfolio, particularly developing topics related to new mobility (carpooling, hub, tracks reserved ...).

Stelios Kazakos

Operation and Maintenance Deputy Manager, Moreas motorway

Stelios Kazakos is the Operation and Maintenance Deputy Manager since 2016 in the Moreas motorway in Greece, in the Peloponnese peninsula and has a 10-year experience in relevant positions in the same Concession project and previous experience in Quality assurance position in a small construction company. He received his electrical engineering degree from the Aristotle University of Thessaloniki.
